Earlier this fall, Canada’s advocacy organization for EV policy, Electric Mobility Canada, launched an important new program with the support of industry, environmental groups, and EV drivers: the 2030 EV Action Plan. If adopted, the plan would make every new car sold in Canada electric by 2030.

On a total-cost-of-ownership basis over six years, electric vehicles are known to be less expensive than many combustion vehicles. Based on MIT’s Carboncounter.com, the most popular EV model in Canada costs no more, when accounting for operations, than many popular mass-market internal combustion engine vehicles currently used by Canadian families every day.

As Tesla’s mission is to accelerate the world’s transition to sustainable energy, we have signed on in support of EMC’s plan.

If adopted by Government, the Action Plan would:

UPDATE – February 15, 2022:

Thanks in large part to Californians speaking out against the solar tax proposal, the CPUC has taken a step back and delayed its planned vote indefinitely.

In addition, momentum appears to be moving toward a more reasonable plan, as Governor Newsom has publicly stated that he thinks the proposal needs to change. In addition, former Governor Schwarzenegger wrote an op-ed in the New York Times sharply criticizing the proposal, and Senator Feinstein has sent the CPUC a letter urging them to reject the solar tax. Meanwhile, a survey conducted by the L.A. Times found that 86% of respondents oppose the CPUC plan.

None of this means the solar tax proposal is dead, however. PG&E and the other big utilities are lobbying hard for the CPUC to approve it, and getting the five PUC Commissioners to reject or significantly modify it is still an uphill battle. The single most important action members of the public can take at this point is to voice opposition to the solar tax by speaking directly to the CPUC Commissioners during one of the upcoming CPUC voting meetings.

What you need to know:

This month, the California Public Utilities Commission (CPUC) will consider adopting a proposal that impacts customers of PG&E, SCE or SDG&E who have installed solar or plan to do so in the future.

Bowing to pressure from the California utilities, the CPUC is proposing new net metering rules (NEM 3.0) that includes a “grid access” fee of $8/kW of installed solar per month – in addition to other fees – that could add between $50-$80/month to the electric bill of a home solar customer. If adopted, this would be the highest solar fee anywhere in the country, including states hostile to renewable energy. In addition, the proposal would reduce the value of bill credits for solar energy sent to the grid by about 80 percent.

Unbelievably, the California utilities and CPUC also proposed to change the rules for customers who have already signed contracts and purchased a solar system, which violates basic principles of fairness. Under the CPUC’s proposal, customers who installed solar under the NEM 1.0 and NEM 2.0 rules – which were guaranteed to be in place for 20 years when customers enrolled – would see their “grandfathering period” reduced to 15 years from the date they installed their system, after which they would go on NEM 3.0.

For customers currently considering installing solar, the NEM 3.0 rules would go into effect upon submission of an interconnection agreement after May 28, 2022.

Tesla’s Position on Net Metering and the CPUC Proposal:

Consistent with our mission to accelerate the world’s transition to sustainable energy, Tesla supports net metering structures that allow customers to supply their own power using on-site renewable energy without penalty. We further support NEM reform that increases the climate and grid benefits of customer-sited clean generation through rate structures that encourage the dispatch of solar-paired batteries during times of the day when the electric grid is strained and fossil power plants are most polluting. For example, Tesla supported the NEM reform recently adopted by the Sacramento Municipal Utilities District that encourages customers to store their daytime solar energy in batteries for use in the evening hours to help the grid during times of high energy demand to offset high grid greenhouse gas emissions.

However, we oppose the CPUC Proposal for several reasons.

First, imposing fixed charges only on those customers who choose to install solar impinges on customers’ right to self-generate their own clean energy. It violates every tenant of regulatory fairness and is likely illegal under federal law. The fixed charges cannot be avoided by adding a battery and would need to be paid regardless of whether the solar customer exports energy to the electric grid. Every solar customer should be asking why they are discriminated against, but not those customers who have rarely used vacation homes, invest in energy efficiency, have small homes, or otherwise have pay lower utility bills. Why would the PUC not add fixed charges to all customers fairly and with documented justification, rather than only solar customers?

Second, the dramatic change from the current NEM policy will reduce customer adoption of clean energy in California at a time when more is needed to meet the state’s climate goals and to provide more energy resiliency in the face of unprecedented wildfires and grid outages.

Finally, reducing the length of the grandfathering period short-changes customers who made an investment in solar under rules that promised consistent policy over the life of their system. Changing the rules in the middle of the game will make it less likely for customers to trust that other CPUC Decisions won’t later be reversed.

This month, the California Public Utilities Commission (CPUC) will consider adopting a proposal that impacts customers of PG&E, SCE or SDG&E who have installed solar or plan to do so in the future.

For customers currently considering installing solar, the NEM 3.0 rules would go into effect upon submission of an interconnection agreement after May 28, 2022.

What you need to know:

Under a law passed in 2014 to protect car dealers, Tesla is limited to 5 stores in all of New York State. As a result, many New Yorkers are forced to travel long distances or to go out-of-state to buy the country’s best-selling electric vehicles.

New York State has adopted the strongest climate law in the country, yet it is 23rd in electric vehicle adoption per capita and lags far behind states like California, Colorado, Florida, and Massachusetts that are leading in EV adoption. Florida allows direct sales without restriction and has over 50% more electric vehicle registrations per capita than New York simply because it is easier to buy an electric vehicle there. This has to change.

Allowing Tesla to grow and other manufactures of electric vehicles to sell directly to consumers in the state will give New Yorkers the freedom to purchase whichever electric vehicle they choose without having to leave the state or travel hundreds of miles. It will also encourage these innovative EV companies to bring jobs and revenue to New York, which is greatly needed in times like these.

Send a message to Governor Hochul and NY Senate and Assembly leadership thanking them for considering support of direct sales in New York. Let them know what this bill would mean to you as an EV owner and a New Yorker.

With more and more electric vehicles (EVs) driving on Quebec roads every year, it’s becoming increasingly important that large lithium-ion batteries are recovered and recycled when they eventually reach the end of their service life. Ensuring that there is an effective system in place to manage EV batteries will mean that EV battery manufacturers can more easily source recycled materials to make new batteries, among other things. The first step to accomplish this is for government to require battery producers manage the collection and recycling of their products when they are no longer wanted or needed.

This principal is known as “extended producer responsibility” or “EPR”.

At Tesla, we know how important battery recycling is to the future of electrification. EV batteries, and other large industrial batteries, contain highly sought-after metals like nickel and lithium. A competitive market is already developing to reuse and recycle these valuable batteries when they are removed from electric vehicles. However, Tesla respects that policy makers need assurances that no unwanted end-of-life batteries will end up in landfill or will otherwise be left unrecycled. Tesla thinks there is a viable approach for EPR that will maximize the useful life of batteries and minimize environmental impacts.

EV batteries are very different from typical consumer batteries and they need a different management solution. The Quebec Government is proposing to regulate battery recycling using tools typically applied to light bulbs and consumer electronics. This is a flawed approach for EV batteries and will negatively impact both EV owners and the environment.

Quebec’s currently envisioned approach, if implemented, could mean that:

Using the government’s own estimates, EV prices will rise 3%. This means an EV like the Model 3 Standard Range Plus would cost roughly $1,550 more in Quebec once the regulation comes into force. This higher cost will stifle EV adoption.
The government wants to determine when your battery has reached end of life based on an “industry average” regardless of whether or not your battery and EV still meet your needs. Using a time-based formula that does not take into account battery chemistry, thermal management systems, vehicle use cases, or innovations in battery lifespan.
To meet an arbitrary battery collection rate that does not take the above into consideration, automakers will seemingly be expected to remove and recover batteries from the market prematurely -- which would negatively impact consumers and the environment.
\nIndustry would be discouraged from selling long-life, long-range, EVs in Quebec. Instead, industry could be encouraged to sell EVs that contain batteries with shorter lifespans and less range, as this could reduce compliance cost.

Tesla’s position is that batteries should be recovered by the producers when they are no longer wanted by end-users and no longer desired on the market. This approach will have the best environmental outcomes, benefits for EV drivers, and will support innovation from industry leaders.

Lithium-ion battery affordability, reliability and lifespan are so important to the transition to sustainable energy that Tesla even has a laboratory in Canada dedicated to reducing cost and extending the lifespan of our batteries.

Share your thoughts about battery recycling with the Government of Quebec. Let them know that you oppose the current plan to prescribe a single EV battery management pathway through producers -- resulting in higher costs for consumers and negative environmental outcomes – and that you support an approach that would, instead, obligate producers to take-back end-of-life EV batteries upon request.

**What exactly is Extended Producer Responsibility:

According to the OECD, Extended Producer Responsibility (EPR) is an “Environmental policy approach in which a producer's responsibility for a product is extended to the post-consumer stage of a product's life cycle”. Tesla supports the core principle of EPR and Tesla's proposal fits this definition. Rather than making producers responsible for unwanted batteries, Quebec’s currently envisioned approach aims to manage what consumers can do with their privately-owned used batteries.

Chez Tesla, nous savons combien le recyclage des batteries est important pour l'avenir de l'électrification. Les batteries des VÉ, et d'autres grandes batteries industrielles, contiennent des métaux très recherchés comme le nickel et le lithium. Un marché concurrentiel se développe déjà pour réutiliser et recycler ces précieuses batteries lorsqu'elles sont retirées des véhicules électriques. Selon les propres estimations du gouvernement, les prix des VÉ augmenteront de 3 %. Cela signifie qu'un VÉ comme la Model 3 Autonomie Standard Plus coûterait environ 1 550 $ de plus au Québec après l'entrée en vigueur du règlement. Ce coût plus élevé freinera l'adoption des VÉ.
Le gouvernement veut déterminer quand votre batterie a atteint sa fin de vie en se basant sur une « moyenne de l'industrie », sans tenir compte du fait que votre batterie et votre VÉ répondent encore ou non à vos besoins. Pour respecter un taux de récupération arbitraire qui ne tient pas compte de ce qui précède, les constructeurs automobiles devront apparemment retirer et récupérer prématurément les batteries du marché, ce qui aurait un impact négatif sur les consommateurs et l'environnement.
L'industrie serait dissuadée de vendre des VÉ à grande autonomie et à longue durée de vie au Québec. L'industrie pourrait plutôt être encouragée à vendre des VÉ contenant des batteries ayant une durée de vie plus courte et une autonomie inférieure, car cela pourrait réduire les coûts de conformité.

La position de Tesla est que les batteries devraient être récupérées par les producteurs lorsqu'elles ne sont plus utiles pour les consommateurs et qu'elles ne sont plus désirées sur le marché. Cette approche aura les meilleurs résultats environnementaux, des avantages pour les conducteurs de VÉ, et encouragera l'innovation des leaders de l'industrie.

Le coût, la fiabilité et la durée de vie des batteries lithium-ion sont si importants pour la transition vers l’énergie durable que Tesla a même un laboratoire au Canada qui se consacre à la réduction des coûts et à l'allongement de la durée de vie de nos batteries.

Engage Tesla is a new platform for both Tesla's public policy team and Tesla Owner's Clubs. Its goal is to create a digital home base for all of our work, and make it easier for Tesla community members to learn what's top of mind for us, take meaningful action, and stay in the loop.
