Oklahoma state representitive Dobrinski has family involved in dealership operations in Oklahoma. In his tenure, he has continued to try and develop and get passed, laws which restrict the direct sales and operations of Tesla in Oklahoma. He has once again purposed, with some other senators and representatives, changes to Oklahoma law that could restrict Tesla sales and operations in Oklahoma. Tesla has provided a place for all parties to express their feelings and needs around the use of Oklahoma law to provide an open marketplace where the consumer gets to decide who they must interact with in order to purchase vehicles.
The short summary of the proposed law changes involve the fact that anyone "selling" a car to an Oklahoma resident, would have to be a certified "salesman". The language is visible in SB2022, here: https://legiscan.com/OK/text/SB2022/id/2933992/Oklahoma-2024-SB2022-Amended.pdf on page 11 under section 7. There is a lot of language around certification that is specifically targeting direct sales without a dealership.
